8516269783_79248f4ba2_mPatrick Andreoli-Versbach and Frank Mueller-Langer (two economists from the Max Planck Institute for Innovation and Competition in Munich) have published a paper on strategic delay and the ambiguous welfare effects of mandatory data disclosure (2014).

RDA_DEOn November 20/21 the first national RDA Meeting Germany was held in Potsdam. More than 100 participants followed the presentations and discussions. One aim of the meeting was to inform interested people and institutions about RDA’s activities.

On the first day of the conference there were many presentations to inform about the results RDA has yet archived as well as the governance structure that has been defined for RDA. 250_KE_sowing the seedsA few days ago,  Knowledge Exchange (KE) – a cooperation of five national funding organisations (DFG, Surf, DEFF, CSC and JISC) – has just released a new publication, titled “Sowing the seed: Incentives and motivations for sharing research data, a researchers’ perspective.”

This qualitative study has gathered evidence, examples and opinions on current and future incentives for research data sharing from the researchers’ point of view, in order to provide recommendations for policy and practice development on how best to incentivize data access and re-use.

Incentives and motivations ask for development of a data infrastructure with rich context where research data, papers and other outputs or resources are jointly available within a single data resource. There are eight interactive learning units on key topics such as data management planning, organising and formatting data, using shared data and licensing your own data, as well as four data handling tutorials with open datasets for use in R, SPSS, NVivo and ArcGIS.
This fourth release of MANTRA has been revised and systematically updated with new content, videos, reading lists, and interactive quizzes. Three of the data handling tutorials have been rewritten and tested for newer software versions too. Read the rest of this entry »

Up to now, we faced a fragmented e-infrastructure for documenting, storing, hosting and curating research data in social sciences: On the one hand there are well-established research data centres e.g. for large household survey data.  On the other hand appropriate research data infrastructure components for small and medium-sized research projects for instance were, with a few exceptions, almost not available yet. 250 dataverse_workflow_ecastro_IQSSIn one of my previous blog posts I introduced the PKP/IQSS OJS-Dataverse integration project. After a really short developmental period the project now is happy to announce that the first version has been released! Congrats!

The plugin has been developed by PKP (Public Knowledge Project) in collaboration with Harvard’s Institute for Quantitative Social Science (IQSS).  Funded by a $1 million Alfred P. Sloan Foundation grant, the OJS-DVN project developed the plugin for journals that are using the Open Journal System (OJS). a journal management and publishing system .

European Commission launches pilot to open up publicly funded research data

barbiez_Brukselka_250Currently, Europe’s eighth Framework Programme takes form: On December 2013 the European Council has adopted Horizon 2020 programme for research and innovation for the years 2014 to 2020.

Horizon 2020, which has a budget of around 77 billion euros, will underpin the objectives of the Europe 2020 strategy for growth and jobs, as well as the goal of strengthening the scientific and technological bases by contributing to achieving a European Research Area in which researchers, scientific knowledge and technology circulate freely. European Commission held public Consultation on Open Research Data

barbiez_Brukselka_250The European Commission (EC) held a public consultation on open research data. For that purpose the Commission invited stakeholders from various branches and researchers, the industry, funders, libraries, publishers, infrastructure developers and other stakeholders joined the meeting on 2 July in Brussels.

The commission posed five questions to structure the debate. These questions included basic questions like “how research data can be defined?”. But a lion’s share of the questions dealt with the “openness” of data: What types of data should be openly available? When and how does openness need to be limited?

In addition other important questions from the perspective of infrastructure service providers were mentioned. How should research data be stored and made accessible? How should the issue of data re-use be addressed? And finally a question I personally characterize as a very important topic: How can we enhance data awareness and a culture of data sharing?

Funded by a $1 million Alfred P. Sloan Foundation grant, the OJS-DVN project intends to develop a plugin for journals that are using the Open Journal System (OJS), a journal management and publishing system that has been developed by the Public Knowledge Project (PKP), to expand and improve access to research. Data Sharing: Poor Status Quo in Economics #Update

hare_c_flickrIn the context of our research project EDaWaX a new research paper has been published by Patrick Andreoli-Versbach (International Max Planck Research School for Competition and Innovation (IMPRS-CI), LMU Munich, Munich Center for Innovation and Entrepreneurship Research (MCIER)) and Frank Mueller-Langer (Max Planck Institute for Intellectual Property and Competition Law, IMPRS-CI, MCIER).

The paper analyzes the data sharing behavior of 488 randomly chosen empirical economists. More specifically, the researchers under study were chosen uniformly across the top 100 economics departments and the top 50 business schools and randomly within the respective institution. Economics departments were chosen using the Shanghai Ranking 2011 in Economics and Business and business schools were chosen using the Financial Times Global MBA Ranking 2011.

US: “Increasing Public Access to the Results of Scientific Research” – new White House Directive mandates OA

thumbs_upJohn Paul Holdren, a chief advisor of US-President Obama on science and technology issues, has issued a memorandum  that directs those agencies with more than $100 million in research and development expeditures…

“…to develop plans to make the results of federally-funded research publically available free of charge within 12 months after original publication.”

According to Holdren the directive is well-balanced:

“We wanted to strike the balance between the extraordinary public benefit of increasing public access to the results of federally-funded scientific research and the need to ensure that the valuable contributions that the scientific publishing industry provides are not lost.”

Thompson Reuters announces Start of „Data Citation Index“

Thomson Reuters, known for the Social Sciences Citation Index (SSCI) or the Web of Knowledge, has announced to start a “data citation index (DCI).”

This new index will incorporate content from data sets and data studies deposited in over 80 established, curated repositories, from around the World, multidisciplinary coverage across social sciences, physical sciences, life sciences and arts and humanities.  The aim of the DCI is to facilitate the discovery, use and attribution and data studies, and link those data to peer reviewed literature.

Canadian Research Data Registration Service launched

The National Research Council’s Canada Institute for Scientific and Technical Information (NRC-CISTI), as Canada’s national science library, has launched a research data registration service that will help the research community address a long-standing challenge to make valuable research data easier to find so they can be leveraged and exploited for other research purposes.

NRC-CISTI has established DataCite Canada to serve as a central research dataset registration service that will enable Canadian data centres to register research datasets and assign digital object identifiers (DOIs) to them. As the name suggests, DataCite Canada is a member of the DataCite Consortium. DataCite is part of the International DOI Foundation (IDF). Read the rest of this entry »

Sharing and reuse of data has become a vital part of modern scientific research. Having access to datasets ensures that the pace of scientific discovery is not unnecessarily hindered by data being kept under lock and key or hidden away in lab drawers.

In this context I read some interesting news: As part of the commitment to reproducible research and transparency, BioMed Central has now partnered with LabArchives to work together for the shared goal of making datasets supporting peer-reviewed publications available and permanently linked to online publications – and available under terms which permit reuse freely, as Open Data.
